CLOCH Housing Association has secured £2.5million in matched-funding from the Scottish Government’s Social Housing Net Zero Heat Fund.
The investment allows a £5million programme to install triple-glazed windows and insulated doors across approximately 600 properties in Inverclyde from November 2025 to May 2026, enhancing energy efficiency and tenant comfort.
Tenants will benefit from lower utility bills because of better heat retention; reduced noise pollution from enhanced sound-proofing; and increased security through modern fittings. These upgrades advance environmental goals while improving living standards and alleviating fuel poverty in the community.

The Social Housing Net Zero Heat Fund supports social landlords in decarbonising their housing stock. It facilitates clean heating systems and energy efficiency measures to reduce greenhouse gas emissions and protect tenants from fuel poverty.
Alana Durnin, chief executive of Cloch Housing Association, said: “We are absolutely delighted to receive this Scottish Government funding, which marks a pivotal moment for Cloch Housing Association and the customers we serve. This support enables us to focus on energy efficiency upgrades that will enhance the comfort, security, and affordability of our tenants’ homes, while reducing carbon emissions.
“It reflects our commitment to sustainability and social responsibility, and we’re proud to contribute to Scotland’s journey toward net zero. Huge credit goes to our director of assets, Robert Pollock, for driving this project forward, which will deliver a record-high annual investment in our properties throughout 2025/26.”
HOOS Development, a multi-disciplinary service provider, will oversee the Cloch project. Daveed Barceló Batllori, its managing director, said: “HOOS are thrilled to have helped Cloch Housing Association secure £2.5 million of funding from the Scottish Government. This milestone highlights our commitment to delivering innovative, impactful solutions in the housing sector while supporting our partners in achieving transformational change.
“As a multi-disciplinary development consultancy, HOOS is proud to provide both project management and architectural services, in addition to helping secure funding on behalf of Cloch Housing Association. This project is particularly significant as it marks the first time in Scotland that triple-glazed windows will be installed on such a large-scale across multiple house typologies.
“This initiative represents a significant advancement in the retrofitting of housing stock, establishing a benchmark for energy efficiency improvements while preserving the architectural character of the area. More than just upgrading homes, this project is about improving people’s quality of life, safeguarding Scotland’s existing housing stock, and establishing a new standard for what sustainable retrofit can achieve for the future.”
