Level three rules include:

Travel

— No non-essential travel into or out of the level three council area. Exemptions include essential travel for work, education, shopping, health; outdoor exercise; weddings and funerals; shared parenting. | Coverage Of Travel Rules BBC

The Government say the assessment of what level of protection should be applied to each local authority is broadly based on five key indicators:

— Number of positive Covi-19 cases per hundred thousand people over the last week

— Percentage of positive tests

— Forecast for new cases in the weeks ahead

— Capacity of local hospitals

— Capacity of local intensive care facilities

Inverclyde Council leader, Councillor Stephen McCabe said: “This news I am sure will be disappointing to many residents and businesses but I hope Inverclyde continues to lead the way in the central belt in keeping the infection rate lower because that is the way to get into the lower tiers.

“As part of the national negotiations with the Scottish Government, we pressed that Inverclyde, because of our lower rates, could have started in this new system at tier two.

“We could have even accommodated a new ‘tier 2 plus’ if it was felt there was a need for some limited travel restrictions.

“To those residents and businesses right across Inverclyde it is important that we thank them for the work they have all been doing to keep themselves and each other safe from Covid-19.

“That work must not be undone by any short-term disappointment at the current position.”
